中化建国际招标有限责任公司（以下称为"招标代理机构”）受中海油石化工程有限公司（以下称为"招标人”）委托，就浙江LNG三期项目接收站工程所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

项目概况：浙江LNG三期项目位于浙江省宁波市北仑区郭巨街道穿山北公鹅咀地块，西侧为已运营的浙江LNG一期工程和二期工程项目。项目建设规模为600万吨/年：其中气态外输450万吨/年，液态外输150万吨/年，同步将光明码头改造为LNG专用码头。新建6座27万方LNG储罐，其中LNG管道与浙江LNG一、二期项目预留管道接口联通，同时配套气化设施、公辅设施等。

如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

投标人应提供投标产品制造商以下有效认证证书复印件，证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致。

投标产品国内制造商应在投标时提供TS 证书(特种设备生产许可证)和覆盖投标产品范围【阀门类型（球阀）、温度 (-196℃)、口径及磅级】的 TSX 证书(特种设备型式试验证书)。投标产品国外制造商应和国内制造商同样提供上述证明文件，如投标人在投标时无法提供国外制造商的TS证书，需在投标时提供书面承诺函，承诺内容为: 供货前提供阀门原产地证明和 2024 年 5月 31 前提供 TS 证书 (特种设备生产许可证)，承诺函格式详见附件17。

（3）业绩要求Requirement for Bidder’s reference:
2010年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商在中国境内应具有至少2个LNG接收站或具有接收站性质的（即满足GB51156-2015液化天然气接收站工程设计规范）调峰站项目(需提供满足GB51156-2015液化天然气接收站工程设计规范2.0.2液化天然气接收站:对船运液化天然气进行接收、储存、气化和外输等作业的场站要素的证明材料,证明材料通过国家发改委、省级发改委、政府网站、项目业主官网等官方网站查询，以加盖公章的截图形式提供）的供货业绩（要求2个项目业绩，同一项目提供多个合同视为一个业绩），且其中至少一个业绩须包含3台16寸及以上且磅级≥CL1500的低温或超低温球阀。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同【或】销售订单【框架协议下的订单（需提供主框架协议）】复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、供货数量、规格型号（口径及磅级）、到货验收材料。如提供的是调峰站业绩，投标人还需提供调峰站（满足GB51156-2015液化天然气接收站工程设计规范2.0.2液化天然气接收站：对船运液化天然气进行接收、储存、气化和外输等作业的场站）要素的证明材料，证明材料通过国家发改委、省级发改委、政府网站、项目业主官网等官方网站查询，以加盖公章的截图形式提供。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract[or] sales order [under framework agreement (main framework agreement required)] (including relevan点击登录后可查阅l attachments) and 2) Receivin点击登录后可查阅te of arrival of goods. 投标人应提供阀门制造商以下有效认证证书复印件，所有证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致。

A.投标产品制造商应具有国际或国内认证机构颁发的覆盖投标产品范围【阀门类型（球阀）、口径及磅级】的 API607 或 API6FA 或 ISO10497 或同等标准的防火证书，并附相应的测试报告。
A. The bidding product manufacturer shall have a fire preventio点击登录后可查阅te issued by an international or domesti点击登录后可查阅tion agency covering the scope of the bidding product [valve type (ball valve), caliber and pound class], which is API607 or API6FA or ISO10497 or BS EN 12266 or equivalent standards, and shall attach corresponding test reports.

B.阀门必须具备可靠的外密封性能，应至少达到 ISO 15848-1 的要求。投标产品制造商应具有覆盖本次招标产品范围【阀门类型（球阀）、温度、口径及磅级】的 ISO 15848 PART 1 证书，并附相应的测试报告。
B. The valves must have a reliable external seal performance and should meet at least the requirements of ISO 15848-1. The manufacturer of the bid product shall have an ISO 15848 PART 1 点击登录后可查阅te covering the scope of this tender [valve type (ball valve), temperature, caliber and pound class], and attach the corresponding test report.

4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年12月04日开始至2023年12月11日止，请登录中国海洋石油总公司采办业务管理与交易系统（点击登录后可查阅）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (点击登录后可查阅) on the page of Invitation for bid for purchasing Bidding Document from December04, 2023 to December11, 2023. For the first time of login, aregistration (free of charge) is needed and only after successful registration, 点击登录后可查阅n purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

5．投标文件递交截止时间和方式：所有投标文件都应附有按规定提交的投标保证金，并于2023年12月26日上午09:30（北京时间）前线上提交至中国国际招标网站（点击登录后可查阅）。在此时间后收到的投标文件恕不接受。
