二、投标人的资格要求：

1、符合《中华人民共和国政府采购法》第二十二条的规定。2、具有国内独立法人资格，须同时具备市政公用工程和公路工程施工总承包叁级以上（含叁级）或市政公用工程和水利水电工程施工总承包叁级以上（含叁级）或公路工程和水利水电工程施工总承包叁级以上（含叁级）资质的企业；项目经理要求为本施工企业注册人员，且注册专业为水利水电工程或公路工程或市政公用工程专业注册建造师贰级以上（含贰级）资质。3、必须是在自治区国土资源厅（桂国土资发（2014）97 号）、（桂国土资发（2016）46 号）、（桂国土资发（2016）536号）、（桂国土资发（2018）1号）、（桂自然资发（2018）9 号）文件上备案或后来确认备案的施工企业，本项目不接受广西壮族自治区国土资源厅通报信用登记被评为 D级的单位。4、根据最高人民法院等 9部门《关于在招标投标活动中对失信被执行人实施联合惩戒的通知》（法〔2016〕285 号）规定，投标人不得为失信被执行人（以 “信用中国”网站（点击登录后可查阅）查询的结果为准）。5、业绩要求：无。6、本项目不接受联合体投标。
