1.为更好地贯彻落实《中共中央国务院关于加强青少年体育锻炼增强青少年体质的意见》和《河南省人民政府关于加快发展体育产业促进体育消费的实施意见》（豫政〔2015〕44号），提升全省青少年体育俱乐部、户外营地、校外体育中心运营质量，更好地服务青少年体育工作；同时加强体育管理人员对河南省体育相关政策和文件的理解及领悟，通过我省青少年体育管理工作的培训，切实提高全省青少年体育管理人员综合素养。现拟通过公开招标的方式采购一家为本项目提供服务的投标人。
