简要规则描述：航头镇镇南社区PDS1-0206单元04-01B-01地块配套小学项目是我镇"四个一批、33个重点项目”重点区域开发项目四单元综合体的公建配套学校，总用地面积25865平方米。该项目目前已取得施工许可证，已经开工建设。经现场排摸，发现该项目地块内埋有1根长度约200米，管径400mm的污水管，为排水公司所属市政污水管。由于管道在项目地块红线内，影响学校地下停车库施工，需要对该污水管进行搬迁。
