（1）通过本次招标，将按投标人的评标综合得分排名选取1家投标人作为本项目中标人，签订采购框架协议。确定中标人后，招标人将授予其《中标通知书》，并与其签署框架协议；采购框架协议有效期自协议签订生效之日起至中化能源泉州基地产业升级项目工程建设期结束，暂定一年。招标人可根据实际需要同中标人签订补充协议，延长本协议的有效期，中标人不应不合理的予以拒绝。
（2）投标人应按照招标文件要求，充分考虑项目现场所在地地理位置及项目实施的实际情况，对招标人拟采购的标的物进行综合单价报价，其价格包括但不限于生产、包装、运输、税金等费用。
（3）招标人对签署的《框架协议》内中标人的实际采购量不作任何保证，每一批次采购的具体数量及交货时间以招标人向中标人另行下达的书面《采购订单》为准，中标人不得因实际采购数量的调整而向招标人提出索赔。
（4）招标人根据实际需求向中标人发出《采购订单》的实际采购量将参考其实际交货及时性、货物及相关服务质量等情况。
（5）适用范围：适用于中化能源泉州石化26万吨/年丙烯腈项目。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
*3. 对投标人的资质业绩要求：
1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。
2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。
3) 投标人在投标前需在中国国际招标网（以下简称"招标网”，网址：http:// 点击登录后可查阅）成功注册。
4) 信誉要求：
① 2020年1月1日至今，关境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在"信用中国”网站（点击登录后可查阅）或各级信用信息共享平台中未列入失信被执行人名单。
证明材料：投标人需提供"信用中国”（点击登录后可查阅）和"国家企业信用信息公示平台”（点击登录后可查阅）截图加盖投标人公章并装订在投标文件中。
② 2020年1月1日至今，关境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。
证明材料：投标人须提供承诺函。
③ 投标人未被列入中国中化控股有限责任公司、中化能源股份有限公司、中化泉州石化有限公司供应商黑名单库（名单以投标截止时间为准）；
5) 本次招标只接受生产商（或制造商）投标；
证明材料：投标人需提供制造商资格声明并加盖投标人公章并装订在投标文件中。
6) 业绩要求：
2017年1 月1 日至今（以签订合同为准），投标人所投产品在丙烯腈废酸再生装置具有1台合金钢塔（高硅不锈钢）的销售业绩。
证明材料：需同时提供技术附件及合同复印件，其内容至少应包括项目名称、用户名称、规格型号参数、性能指标、工况条件以及签署和盖章页等。技术附件和合同复印件不清晰或未提供均视为无效业绩。
7) 本项目不接受联合体投标。
招标人和评标委员会保留审查原件的权利，如发现以上证书、业绩及相关资料造假的，作否决投标处理。
4. 有兴趣的潜在投标人可于2023年6月X日至2023年6月X日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

(1) Through this tender, one bidder will be selected as the successful bidder of this project according to the ranking of the bidders' overall score of evaluation and sign the procurement framework agreement. After the successful bidder is identified, the bidder will be awarded the Notice of Award and sign the framework agreement with it; the procurement framework agreement is valid for one year from the effective date of the agreement to the end of the construction period of th点击登录后可查阅trial upgrading project of Quanzhou Base of Sinochem Energy. The bidder may sign supplementary agreement with the successful bidder according to actual needs to extend the validity of this agreement, which shall not be unreasonably rejected by the successful bidder.
(2) The bidder shall, in accordance with the requirements of the bidding documents and with full consideration of th点击登录后可查阅点击登录后可查阅tion of the project site and the actual situation of the project implementation, make a total unit price offer for the subject goods to be procured by the bidder, the price of which includes but is not limited to production, packaging, transportation, taxes and other costs.
