中化建国际招标有限责任公司（以下称为"招标代理机构”），中国海洋石油集团有限公司的全资子公司，受中海壳牌石油化工有限公司公司（以下称为"招标人”）委托，就中海壳牌惠州聚碳酸酯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交电子密封投标：

项目概况：中海壳牌石油化工有限公司（以下简称"中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州聚碳酸酯项目，以实现其打造世界级、高度一体化的石化基地的愿景。

3.对投标人的资格和业绩要求

A.如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；

投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。
If the Bidder is 点击登录后可查阅pany, it shall possess a legally valid business license (for those registered within China) / 点击登录后可查阅t点击登录后可查阅pany registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available fo点击登录后可查阅tion).

招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。
Th点击登录后可查阅tions, eligibility and performance of the branch and its superior legal entity shall be recognizedby the Procuring Entity(Company/Purchaser), while th点击登录后可查阅tions, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall beregarded asinvalidbids.
B.如果投标人所投货物非投标人自己制造，投标人应得到所投货物制造商同意其在本次投标中提供该货物的正式授权书。投标时提供制造商授权书原件的扫描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.

如果投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。
If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or it点击登录后可查阅pany to prove the above matters, and i点击登录后可查阅se the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.If a bidder participates in the bidding with goods manufactured by itself, the biddershall not authorize other biddersto offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizesother bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

投标产品的制造商为境外公司的，应取得有效的《中华人民共和国特种设备生产许可证》（压力管道元件制造）,子项目为压力管道管子(A,B)、（产品类别包括焊接钢管）证书。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（点击登录后可查阅-pub/pub）核实。
投标产品的制造商为境内公司的，应取得有效的《中华人民共和国特种设备生产许可证》（压力管道元件制造），子项目包括：1）压力管道管子（A、B）（产品类别包括焊接钢管）；2）压力管道管件（有缝管件（B1、B2））；3）压力管道法兰（钢制锻造法兰））。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（点击登录后可查阅-pub/pub）核实。
For products manufactured b点击登录后可查阅panies, a valid "Special Equipment Production License (Pressure Pipeline Component Manufacturing)" of the People's Republic of China (covering sub-items such as pressure pipeline pipes (A, B) and includin点击登录后可查阅tegories like welded steel pipes) must be obtained. During bidding, the scanned copy of the original 点击登录后可查阅te (with the original fo点击登录后可查阅tion) must be provided, an点击登录后可查阅n be verified on the National Special Equipment Public Information QueryPlatform (点击登录后可查阅-pub/pub).
For products manufactured b点击登录后可查阅panies, the bidder shall obtain a valid "Special Equipment Production License of the People's Republic of China" (Pressure Pipeline Component Manufacturing), including the following sub-items: 1) Pressure pipeline pipes (A, B) (covering welded steel pipes); 2) Pressure pipeline fittings (welded fittings (B1, B2)); 3) Pressure pipeline flanges (forged steel flanges). （3）★业绩要求Requirement for Bidder's Past Performance:

2016年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有1个N06059（Alloy 59）直缝焊管合同业绩，且该合同中应包含N06059（Alloy 59）直缝焊管尺寸为DN200或以上，且该合同全部N06059（Alloy 59）直缝焊管供货长度不小于30m。
From January 1st, 2016 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products bidby the bidder shouldhave one contract performance of N06059 (Alloy 59) straight seam welded pipe, and this contract shouldinclude N06059 (Alloy 59) straight seam welded pipe with a diameter of DN200 or above. Moreover, the supply length of all N06059 (Alloy 59) straight seam welded pipes under this contract isless than 30 meters.
同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产品制造商属于同一集团。
The performance of the products submitted by different manufacturers within the same group (i.e.,wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、货物材质、供货长度、货物尺寸。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include: copies of sales contract. The reference evidence documents furnished by Bidder shall at least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of goods, materialof goods,supply length of contract, size of goods.

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单均算为1个有效业绩。
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders under the same annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
Failure to submit the past performanc点击登录后可查阅tion documents, or inability to confirm that the above performance requirements are met through the performanc点击登录后可查阅tion documentsso provided, shall be deemed as invalid performance.
